After helping user Vulpix from IRC channel MediaWiki-General who told me administrators have right 'markbotedits'. This was mainly to solve problems with flood flag.

Because it's our usual process to ask (or at least inform) the community about possibly controversial changes,

How is this controversial?
It allows users to hide changes from Special:RecentChanges, that can be considered somewhat controversial.
