Keep wikitech.wikimedia.org in sync (possibly on delay) with WMF production cluster

Description

Right now wikitech.wikimedia.org is manually updated on an as-needed/when-we-remember basis.

It'd be great if it was more automated, or at least less when-we-remember-ated.

There's a couple blockers that I can think of for this:

  1. The config needs to be updated to match the cluster's style.
  2. wikitech-static needs to be handled somehow.

I'd advocate moving wikitech into the cluster, but it uses SMW. I think when it can switch to wikibase that'll be a more realistic option.
