Wikidata should switch to correct label prefix automatically

Description

For some local wikis lang database ID and label database ID are not the same and bots adds label by fault with lang database ID.

for example:

lang code > label code
      "no":"nb",
      "als":"gsw",
      "fiu-vro":"vro",
      "bat-smg":"sgs",
      "be-x-old":"be-tarask",
      "roa-rup":"rup",
      "zh-classical":"lzh",
      "zh-min-nan":"nan",
      "zh-yue":"yue",
      "crh":"crh-latn"

For entering the labels with bots wikdtata should switch wrong prefix to correct one automatically.

This needs to be fixed in the bots that are entering the labels. The Wikibase software must not be aware of such details.
