Steps to reproduce:

1.Open a page with VE
2.Insert an external link in the VE so that it prompts to enter a captcha
3.Click on the Save Page button
4.Click on the Save Page button on the Save dialog
5.Fill up the textbox for the captcha
6.Click on "Review Your Changes"
7.Return to the save form

Observed Result:
It again asks you to fill up a new captcha
