guc should show blocks as it did on Toolserver (behind a checkbox).

@Krinkle I would like to have a try but I don't know whether it is still in need now, as the issue prompts a long time ago.

@Hamishcn I believe this feature still makes sense and would still be benefitial to Wikimedia edit patrollers indeed!
