Allow administrators to add observations/notes in place of a block

Description

There are often circumstances when an administrator needs to make a note of something in a block log: that is, they need to put some information in a place that will be visible in the same context as when one is viewing the block log.

Use of very short blocks to put things in the block log has been done before: an administrator will block someone for a second so that the administrator can log a message like "Previous block was invalid, sorry."

It would be useful to formalise this process: creation of a specific informational log entry, so that administrators could make this kind of notice without blocking a user.

For instance, if a user with a real name similar to that of a celebrity or well-known person verifies that name through OTRS, it would be useful to put that in the 'info log' of the user which would be visible to administrators when a block is issued. Obviously, like a block log it ought to be visible to non-administrators, and it should be possible for the info log to be oversighted (in case of admin abuse etc.).

Individual wiki communities would obviously need to set policy on the appropriate use of this functionality. On wikis like en.wp, some of this is already unwritten good practice by administrators, so it may require formalisation. Enabling of this functionality on WMF wikis could be something that could be opted-in for on a wiki-by-wiki basis.
