Clicking edit in VE tablet doesn't respond instantly

Description

When you click the edit button the address bar changes but the editor doesn't overlay. Many a time I find myself clicking it several times.

The problem stems from VisualEditor code being loaded via mw.loader.using but no LoadingOverlay being shown.

The loader should show and the overlay should be semi transparent.
