Mobile menu should always have a "Desktop version" link at bottom

Description

Let's say we are browsing
http://abj.jidanni.org/index.php?title=Special:Categories&useformat=mobile
and we want to switch to desktop view. Well there is no handy "Mobile | Desktop" link choice at bottom. That's why it is important that the mobile menu at left should always contain a "Desktop version" link at bottom, just like YouTube's does.

This is basically bug 51424 - once we enable search on special pages we also enable the footer. This is currently being worked on and is available in the beta mode of the site. A few design tweaks are needed before we can do this.

We are not sticking this in the left menu but it will be available at the bottom of the special page see bug 56139
