In the wikitext editing window, the special characters bar should normally be closed. If the editor opens it, then it remains open (across multiple editing sessions). However, once the editor closes it, it should remain closed in all future editing sessions.

This is not happening for one user. The special characters bar always opens for him, no matter how many times he's re-closed it.
