I'm not sure what's a way that could scale. Just add image markup to the system message(s) "locally", i.e. on WikimediaMessages for Wikimedia wikis? Add the feature once said system message is split as discussed in https://gerrit.wikimedia.org/r/#/c/121910/2/i18n/wikimedia/en.json,cm ?
