Enable translation for protection log message

Description:
Currently the standard log message for protection is like
[edit=autoconfirmed:move=sysop] (in English only). This patch suggest customized
message based on default language for the site using existing 'protect-level-'
and 'restriction-' messages.

With this, the current:
[edit=autoconfirmed:move=sysop]

will become (on English Wikipedia):
[Edit=Block unregistered users:Move=Sysops only]

while on Indonesian Wikipedia (as a sample), it will become:
[Sunting=Blokir pengguna tak terdaftar:Pindahkan=Hanya pengurus]

It makes more sense :)

Should be easy to use full sentences instead. They look like this nowdays:
[edit=sysop] (expires 23:20, 21 June 2009 (UTC)) [move=sysop] (indefinite)

A split of the log_params can help here, see bug 15897

Wow. I forgot that I've created this patch :) I think MediaWiki code has evolved to much for this patch to be applicable now. This is a minor and low priority enhancement. We can live with it now in Indonesian Wikipedia.

I agree with Rob that my suggested log message is still ugly and I can't think of anything more appropriate now. Perhaps Siebrand can help :)
