Creating a mention notification, when it's a new page, doesn't work

Description

Steps to Reproduce:

  1. go to a wiki with echo enabled and create a page
  2. in the text you add mention a user
  3. save the page

Actual Results: mentioned user is not notified

Expected Results: user should be notified.

Works for me (now). I created a talk page (locally) with a mention, and it worked.

If it fails again, please provide a diff (if it's a public wiki), or at least specify what page you created and what the initial text was.
