In short you should not be required to understand code in order to add TemplateData to a template.

The current solution is to tell users to copy-paste existing TemplateData form other templates and modify that but this leads to troubles as soon as e.g. escaped characters show up.

Any kind of form-based GUI would make creating TemplateData both suitable for internationalisation (e.g. tick box for true/false) and for the everyday users of the templates in question.
