At the wikipedia in Spanish we have agreed on stop using local images and use
commons only (see votation URL), so please set to false
$wgGroupPermissions['user' ]['upload']

Note: We'll need to upload almost all our files to commons, and delete them
locally, so if there's some script trick to move them, store at the same
location as deleted files*, or something like that, please told us.

*eswiki images size is less than 800Mb so there shouldn't be much problem on
storage size but it's not a cleany way.
