Happening on mediawiki.org too. new topic and first comment has no topic title.

And when I view the history it's all blank!

This was a cache problem that only manifested in production because neither ee-flow labs instance nor beta labs runs with a separate ExternalStore for Flow.
It was fixed by gerrit I5814d07d58375 'Revert "Implement multiPut method"', which we backported to 1.24wmf2.
