getHumanTimestamp issues (tracking)

Description

Tracking bug to understand MWTimestamp::getHumanTimestamp() should really do.

Additionally this function can be hooked (as it is done by Extension:CLDR) and
it is difficult to predict what should be its expected output.

I am almost opposing the use of so called human readable time stamps like "a day ago" etc..

They are unsuited for listings. Constant format changes inside columns, unchanged list content but changing appearance depending on when you (re-)request a list are just awful for readers.

Maybe, they may be acceptable inside sentences, yet I do not want them almost always.

Possibly, a user setting enabling or disabling them would be a solution unless I can talk you out of them.

@Purodha Can you name the places which you think these are not appropriate? Perhaps in separate tasks, because I do not think that is something the i18n people should necessarily be working on.
