Protected pages trigger the edit cta

Description

Go to a page that is protected.
Click edit.
You'll be prompted to login/signup.
When dumped back on the page the edit button has a lock on it and the message:
"This page is protected to prevent vandalism."

It should appear locked and not prompt the user to login.
