Special:AllMessages?filter=modified on the English Wikipedia
I can reproduce it in every Wikimedia site I can think of:

I fixed this in https://gerrit.wikimedia.org/r/#/c/131041/ . I hope that it will be deployed on Monday.
gerrit 131041 is merged in master and backported to 1.24wmf2 and 1.24wmf3, so this is fixed and already live on wmf wikis.
I've restored the original issue summary. At this point in time, the issue with Special:AllMessages is reported to be resolved. The API (still?) does not show customimsed messages.

The LocalisationCache on Wikimedia projects has been all messed up for a month, are you sure that's not bug 64230? Or is it the same on non-WMF wikis?

Where does this happen? Can anybody please post instructions to reproduce?
I don't see any problems neither in the API response nor in the page itself, so I'm closing this. Please reopen if I'm wrong.
