Agree that we should move it into it's own repo (pywikibot/commonsdelinker), I've cc'd the maintainers (according to https://tools.wmflabs.org/?tool=delinker) to get their opinion.
Yes, this should be done (Krinkle and I already briefly talked about this).
Right now the CommonsDelinker runs on a locally modified SVN version (checked out in June 2013).
