Introduce {{LASTEDITOR}} magic word

Description:
Feature request: a magic word (e.g., {{LASTUSER}}) that evaluates to the last
user editing a page. This would be useful as {{subst:LASTUSER}} in templates
like [[WP:PROD]], so that the name of the user adding the template is reported
in the page itself (so there is no need to check the whole history to find this
information). The problem with ~~~ is that it may contain a lot of code, which
may contain tags that are not properly nested.
