Flow: Flow board not added to watchlist automatically

Description

JohnBlackburne reports: "this page didn't get added to my watch list after I edited it, as other pages do. I had to manually add it."

This area will inevitably get a thorough reworking and testing once "per-topic-watchlisting" is developing. So this bug is mostly just a note, for now.

When going through the per-topic-watchlisting refactor we decided, based on user feedback, that they would only be auto-subscribed to topics and not to the board. If this comes up again we can revisit.
