VisualEditor: Add redirect=no to URL after a page is newly created as a redirect

Description

When you create a redirect with wikitext, it adds redirect=no.

However, VisualEditor does not (just venotify=created), so you end up going to the target. Besides being inconsistent, that means it's one extra step to check WhatLinksHere, etc.

Ick. We shouldn't actually be refreshing the page to the extent that a redirect is triggered, however; did we change this?

Seems to only break if you're creating a new page as a redirect. If you're replacing an existing one with a redirect, it's fine (With the exception of the 'Redirect page' text which it should be adding to #contentSub).
