Description

Steps to reproduce:

1.Open a page with VE
2.Go to Insert>References list
3.Observe the animation that happens when you open it.

Observed Result:
In both Chrome and Firefox , there is a bit of irregular animation when you try to open the reference list for the first time

• bzimport set Reference to bz65705.

It's simultaneously opening (animating from 0.5 scaling factor to 1.0) and animating from normal size to small size, that's why it looks weird.
