VisualEditor: Create distribution files for VE core

Description

OOJS(UI) has a build script which creates a dist folder with concatenated JS/CSS and copied images and i18n files. VE should have the same so that:

  • We avoid IE9 stylesheet limits (31 files, 4096 rules)
  • We can create an RTL stylesheet using Janus.
  • We can embed small images inside the stylesheets.
