Hovercards: occasional single flicker for cards that overlap with the link (edge-case)

To reproduce, bring your pointer down from above the link so that the Hovercard appears with the arrow touching/overlapping the link ( https://i.imgur.com/0qYUgFQ.png ), then move the pointer up and down around the area-of-intersection (near where the hyperlink-underline appears)

Seen in Firefox and Chrome, on Linux.
Not reproducible on Windows 7 or MacOS, according to Eduard Braun and Prateek Saxena.

Possibly the (discussed elsewhere) changes to the default timing (from 150ms to 500ms), will help resolve this.

Tested on in Chrome 56.0.2924.87, Firefox 51.0.1, Safari 9.1.3

  1. Go to the page for dog: https://en.wikipedia.beta.wmflabs.org/wiki/Dog
  2. Hover over "carnivore"
  3. Move cursor up and down around the link
  4. No flickering observed

Just to make sure, @ABorbaWMF - could you double check this one?
