Uploading files locally is <font color=red>DILARANG</font> (PROHIBITED), as pointed out https://ms.wiktionary.org/w/index.php?title=Wiktionary:Kedai_Kopi&oldid=93449#Using_only_UploadWizard_for_uploads ; https://meta.wikimedia.org/?diff=prev&oldid=9010055 meant to ask complete disabling.

The logo is hosted on Commons so they don't need upload for sysops either.
