Description

User::isIP considers the string "2001::/16" to be an IP, but "192.0.0.0/8" to not be one.

Clarification, "2001:0:0:0:0:0:0:0/16" is the string it considers an IP.

Merging into T239527. Even though this is older, that has much more discussion.
