Cite extension: jQuery Tooltip uses deprecated (to be removed) $.browser

Description

jQuery Tooltip (included in Cite), uses jQuery.browser, which is deprecated. It only works due to jQuery Migrate, which will be removed as well.

This plugin is apparently kind of deprecated (http://bassistance.de/jquery-plugins/jquery-plugin-tooltip/ recommends moving to jQuery UI tooltip).

note that wikimedia standardized on "tipsy", and IMO the recommendation should not be "moving to jQuery UI tooltip", but rather "move to tipsy", or, if you want to get fancy, use Yair Rand's "cite tooltip" gadget from enwiki.

Fixed by the simple expedient or removing the unused code (never enabled in WMF production after 5 years).
