Resubmission of section=new edit is not being detected

Description

What's going on is that EditPage is trying to check for the submitted user and edit summary matching the most recent edit to the page, but it's failing because the edit summary saved to the database is actually the result of plugging the new section's title into the 'newsectionsummary' message.

Patch momentarily.
