Hmm, user talk pages (and all talk pages, really, regardless of namespace) should appear in the Talk tab. Not sure why they weren't being put there, but you're right, we should fix that :)

Yeh I think currently Talk means 'Talk' not 'Talk, User talk, Project talk etc...' we should revisit that.

And "Other" means ... not sure quite what, but it certainly excludes "User Talk"!

I'm not sure 1, 3, 5 are enough. Why not pick all odd IDs?
