Description

Steps to reproduce:

  1. Go to: http://es.wikipedia.beta.wmflabs.org/wiki/Especial:ContentTranslation
  2. Start translating any article.
  3. Open, http://ca.wikipedia.org/w/index.php?title=Project:Translation%23How_to_translate
  4. Page doesn't exists.

Expected: Help for translation should be there or fallback to English page at, https://en.wikipedia.org/wiki/Wikipedia:Translation#How_to_translate

We need to make the link configurable. Best way to do this to keep the URL as a message to translate. It automatically goes through fallback chain if not translated. Instead of literally translating, translators need to given link to translation guidelines the target language. Message documentation should be clear on that
