Special:Version shows the git hash and timestamp for all the extensions, but the installed skins does not have a timestamp, except for CologneBlue and Modern there should be a git hash. Vector and Monobook can not have one, because there are part of core.

Perhaps this has something to do with the precomputing of this information in WMF environment? https://gerrit.wikimedia.org/r/#/c/130498/ But I have no idea where the code that does the precomputing is located.

I'm pretty sure that it does. We'll only know for sure if somebody decides to actually review and maybe deploy it.
