Convert minus hyphens to another hyphen of some sort

Description:
Hi, I would like to suggets the following that will be used
on the Hebrew Wikipedia and other Hebrew Wikimedia projects:
Wiki will convert, as it converts a * into a list and ~~~
into a signature, two minus hyphens (U+2010 : --) to an
U+05BE sign (Hebrew hyphen : ־). And convert three minus
hyphens (U+2010 : ---) into an en hyphen (U+2013 : –)
(–).

This is because that we do not have a Hebrew hyphen (U+05BE)
and a Hebrew dash (U+2013) on the keyboard so we have been
using the minus hyphens instead - and incorrectly. As an
encyclopedia we cannot go on like this, and thus I have
suggested the aforementioned enhancement. I believe it to be
improtant as it will enable the Hebrew community to use the
correct syntex as regulated by the Official Academy of the
Hebrew Language of Israel.

Pehaps this but is related to other bugs, but I think it should stand on it's own
since the requests are different. I requested that we use the -- to create a
Hebrew hyphen, not an em/en dash. This is importatnt since the Hebrew hyphen is in
much more use. Besides, my request should reflect only some of the Wikis and not
all, so perhaps it needs a different approach to fixing it.
