Decide how to show correct values where it is unclear how to format them

Description

E.g. a time value with a year between -9 and +9 and precision "decade": it is unclear how to format this, so we fall back to showing the raw ISO string which is not very user friendly.
Another example would be: year 2000 with precision "million years".
