Overall badge count should always be the sum of Alerts + Messages

Description

It is possible to get an inconsistent state where the overall badge count (mw-echo-notifications-badge) is not the sum of Alerts + Messages.

When the data changes for either Alerts or Messges, the UI should be updated for all three elements. mw-echo-notifications-badge should be the sum of the two underlying counts.
