The Hebrew Wikinews was not written in [[meta:User:Nemo bis/Unused local uploads]]. Although, on September 30, the right to upload files locally became only for administrators.
Please return the previous mode, i.e. make uploading files locally possible for any registered user.

uploads]].
It was there once and was not removed https://meta.wikimedia.org/w/index.php?oldid=9078533 even after the notice on the local village pump and Mediawiki talk:licenses.
Local uploading for non-sysops was disabled at hewikinews in gerrit 143825.

Has MediaWiki:Licenses been created?
Seems like it's not the problem, because when a non-sysop user tries to upload a file, he gets the error message [[MediaWiki:Badaccess-groups]]; not the message [[MediaWiki:Wikimedia-upload-nolicenses]].

False. The patch was merged on July 4th and hewikinews was on the list back then.
Well, the change was made without our knowledge, because the change for the other Hebrew projects was made on September 29 and not in July. Will appreciate it if you can cancel the change.
As the change was merged by the books - there needs to be a local discussion showing consensus for re-enabling the function.
The community was notified at two venues (one public, one not-so) with no comments from the community against it, there status quo is to approve the change as there has been no opposition.
The community in the Hebrew Wikinews is very small, so I think there is no point to have a discussion.
If must, I'll write in the village pump, but there's a chance that no one will answer/express his opinion.
Indeed this was discussed in June and done in early July, but that doesn't matter, the request is fine (I also see there was a surge of activity).
