When applying sticky toolbars, using tooltips (i.e. the copyright tooltip and error tooltips) would result in the tooltip bubbles hiding elements being interacted with. In terms of the UI change, it is proposed to implement a sticky notification bar (basically as part of the sticky section edit headers) replacing those "secion-wide" tooltips.
