Steps to reproduce:
1.Insert a table
2.Place the cursor inside a header cell or a content cell
3.Press tab
Observed Result:
It takes the cursor to the beginning of the article instead of going to the next cell

Tab is not used yet in VE anywhere, and we've haven't fully decided on keyboard accessibility for tables.

Yes it is - indent and outdent lists (and blockquotes, when that's done).
