Pressing tab inside a cell when the cursor is active should taking it to the next cell, not to beginning of the document

Steps to reproduce:

1.Insert a table
2.Place the cursor inside a header cell or a content cell
3.Press tab

Observed Result:
It takes the cursor to the beginning of the article instead of going to the next cell

Yes it is - indent and outdent lists (and blockquotes, when that's done).
