Pages with invalid external links syntax shouldn't be saved

Description

Recent problems with zombie spambots adding links to a throwaway redirect domains are getting more
and more serious. Stupid edits like

http://en.wikipedia.org/w/index.php?title=GB&diff=prev&oldid=78391357

can be easily avoided by disallowing to save pages with non-MediaWiki link syntax such as <a
href="blahblah", [url=foobar] and [url]someurl[/url]. This will help to decrease the number of sites
that require blacklisting and stop most general spambots preemptively.
