Hello

The English-language Wikibooks community would like to allow blocked users to be
able to still edit their own talk page as is allowed on Wikipedia, so that
blocked users have a second option other then emailing the blocking administrator.

Allowing blocked users to add unblock requests on their talk seems to have worked well for
wikipedia, so there seems little harm in enabling it on wikibooks as well, especially since we could
use the new block option for serial vandals and serial spambots, in the hopes of catching the IPs.
