Update query caches in Wikimedia sites

Description

Since almost 3 weeks, the list at [[Special:DoubleRedirects]] is not
updated any more.

There are likely lots of double redirects in the Wikpedia, which we cannot
resolve unless we accidentally find them.

Earlier, updates happened approximately twice a week. This was imho too
infrequent, but at least bearable.

Btw.

If - for some reason or another - the list of DoubleRedirects cannot be
kept up do date, let us preferrably disable it, than showing outdated
bogus entries only, resulting from programming errors.

Just for the records, in several wikies, several or all of the cached
special pages were not updated since about end of Novembre or early
Decembre. A common cause is likely, server admins are very likely
aware of it.

Maybe, there is a connection to the unavailability of replicated data
on the toolserver (data could not be recovered after a power outage
and is being restored - partially done already, and likely back to
normal operability around christmass or earlier) *If so*, cached data
is likely going to be refreshed at regular intervals before the end
of the year again.

For the ksh:WP, we'd be happy with daily updates for the time being,
since we had a series of renames, and quite many bot changes to pages
which may have resulted in many hundreds of duplicate redirects, and
we run a bot solving them automatically, that relies on the cached
data of the Special:DoubleRedirects page.

The problem may be solved. At least some chaches are fed
with new data.
