Description:
The [[Special:Categories]] page, which lists all categories in a wiki, currently
just starts at the beginning of the alphabet, and offers "next X"-type links; it
should be remodelled based on [[Special:Allpages]], which presents a choice of
"from X to Y" pages, with each one then giving a page starting at that position
in the alphabet. This makes much more sense for anything beyond a very small
selection of categories, and is a must when you have as many as the English
Wikipedia now does...
