I think it is a problem in the message array.
note that the decoded text of %E7%89%B9%E6%AE%8A:%E7%99%BB%E9%8C%84 is 特殊:登
錄, which the link does not exist in the message file or in the Special page alias.
Messages_zho_Special_pages_fix.patch
I've found the same problem exists in zh_cn message array.
Here's a patch file to fix such errors in the message array. Please update the
message arrays to fix up the special page name problem.

To reproduce this, go to a wiki which requires a account to edit, for example,
the WMF wiki. Then click the edit tab on the page, the page cannot be edited
when the user is not logged on. Here's a URL for reference example.
