Disable page creation for anons on bswiki

Description:
This has been done on en.wikipedia, and users from bs.wikipedia (including me,
bureaucrat) have voted for this. Disabling unregistered users to write new pages
would refer them to one wizard, and after that they could easily register and
start using Wikipedia (and writing new articles) as registered users.

Also, I'm curious why bs: Wikipedia needs this kind of protection that only en:
(the biggest of them all) has.

It has been agreed (on second Wiki meetup of users of bs.wiki) that this should be done. I've reopened the bug because this has been voted and we're been waiting for a resolution. Remember, en.wikipedia doesn't allow this too
