Sysops should be able to add an unlimited number of accounts, regardless of site settings

Description:
Due to the recent enabling of CAPTCHAs on the English Wikipedia, I've been
creating accounts for anonymous users. I just hit the 6 accounts/day limit. As
long as the accounts are created while logged in as a sysop, they should not
count against an IP's X accounts per day.

r20158 got the test in isPingLimitable() backwards. Fixed in r21636.
