External link syntax which adds rel="license"

This would allow for licensing microformats
http://microformats.org/wiki/rel-license for image description pages. This would
help machine readability with regard to the new EDP as well, which requires
image licenses to be machine readable.

This would be very nice for file pages. It would be ideal if we could have the license template output

I have added the URL with relevant information on what Google uses for their image license search.

Resolving as duplicate of later bug, which seems to be the centre of attention on this same issue (patchset pending, indeed).
