Wikibugs gets confused by bugs with non-ASCII chars in summary

Description

Quoted-printable encoding of non-ASCII chars in the bugmail subject line gets spewed out raw in the current versions of the wikibugs script, like so:

<wikibugs> (mod) Special:=?UTF-8?Q?Import=20cannot=20import=20?= =?UTF-8?Q?characters=20like=20=C3=A4?=,=?UTF-8?Q?=20=C3=A1?=, ... - http://bugzilla.wikimedia.org/show_bug.cgi?id=9906 (brion)

Either the strings from the mail should be decoded properly (say by using an email parser module) or the wikibugs IRC feed should come directly out of a Bugzilla plugin. :D
