Suppress section edit links and table of contents when rendering interface text

Description

When editing a page, headers set at MediaWiki:edittools and MediaWiki:yourdiff
show an edit link.

They are incorrect because:
a) You can't edit the interface this way
b) It show an edit link to the current editting article, section 1 (section
numbering in the ''interface template'')

They should disappear

Note: This bug seems recent, it has probably been introduced in a recent parser
change.

This doesn't seem to have ever been thoroughly fixed. MediaWiki:edittools isn't showing section edit links, but it showing the ToC if it has enough headings; some other messages apparently show the edit links, though (see bug 48639).

This was apparently partially fixed in bug 36975? CC-ing code committers from that bug.
