We should have a pool counter setup in beta similar to how production is installed. With smaller limits probably.
For background - the pool counter is used to prevent overrunning the infrastructure in production. Its a high performance shard lock/unlock system. Since it fails open its not needed for development or beta unless you actually want to see what it looks like when it kicks in. I think we want to see that.
